China has made a situation , even to produce inside the country,the machinery is also from china , it's a long road to be independent of china , if not china , they have to depend on India, 

Purely because of population, cheap labour, 

They need to encourage to grow in  bigger population and in parallel, also build an echo system to sustain themselves on food for the raising population rather than importing ,

Next to impossible but worth trying ...atleast for large sized countries
