I am not sure what he is doing

if any one learnt CPR , first thing see if they are not responding , check pulse in the neck 

second call for help , next put them ok the flat surface 

push their chest upto 5 cm , give a mouth to mouth breath after compressing chest for 30 times 

repeat that , most of the places in US have automatic defibrillator 

grab one and put on the persons chest and it will guide you if you need to shock the person 

 

it is very important to learn basic life support for kids and adult 

little different very small kids where you press the chest with fingers 

 

what this doctor did was absolutely bad cpr
