Planning to apply for Canada visitor visa from USA. Is 3 weeks enough time to get visitor visa (i.e., get the passport with stamped canadian visa) or will it take more time?

No.

pre Covid times it used to take 6 weeks.

Na passport NY consulate lo undi I should by this week, 3 weeks lo vachestadi for NY consulate
