No it didn't , it's a product of Gujarati culture where they don't eat meat or drink 

Look at neighbouring rajasthan , they share similar amount of meat eaters , alcohol drinkers 

You can also find the cultural difference between andhra and Telangana , since both states were under same govt but drinking figures are more than double 

If you want to "ban alcohol" , it can be done only through cultural changes ,not govt regulations

More lives will be lost as people search for alternate sources like illicit liquor and arrack...Gujarat probably has highest number of spurious liquor deaths than anywhere else...Liquor should be controlled but banning liquor will do more harm than good.
