There is a fundamental difference. In Vomerica, predominant part of money to goes to rich in the form of bailouts, tax breaks and PPP loans. Nevertheless, very little part of money goes to poor in the form of food stamps and social security 
 

In India most of the money goes to poor or lower middle class through social welfare schemes. IMF will make these kind of statements regarding all third world countries. I think it’s mostly a PR issue to make them look Samaritan.
