Every Govt reserves will have cash in foreign currencies. And dollar is stable compared to other currencies to park the cash reserves. In times like these, pound, yen are crashing which will put pressure on dollar as most will look towards dollar. Demand and supply. 
 

not to mention most of the $$$ is held out of usa

Japan printed even more money. Europe got more problems than inflation. Winter is at their doorsteps and no one knows what’s going to happen. China is suffering with 0 covid policy. Obviously usa is relatively in safer place with fed action on inflation (not that fed is doing a good job)

as usa is increasing interest rates, bonds will give more returns compared to other countries like japan as their interest rate is less
