ఉత్తరాంధ్ర వెనుకబడిందని ప్రభుత్వ పెద్దలు చెబుతున్నారు. ఈ ప్రాంత అభివృద్ధే తమ ధ్యేయమని ప్రకటనలు గుప్పిస్తున్నారు. అందుకు ఎవరు అడ్డుపడినా సహించబోమని సవాళ్లు విసురుతున్నారు.

 

విశాఖ, చుట్టుపక్కలున్న ప్రభుత్వ భూముల తనఖా
వాటిపై రూ.23,000 కోట్లు అప్పు తెచ్చిన ప్రభుత్వం
ఆ నిధులు ఇక్కడ ఖర్చు చేయరు..
మరోవైపు వెనుకబడిన ఉత్తరాంధ్ర అభివృద్ధి చెందొద్దా అంటూ నేతల ప్రసంగాలు

ఉత్తరాంధ్ర వెనుకబడిందని ప్రభుత్వ పెద్దలు చెబుతున్నారు. ఈ ప్రాంత అభివృద్ధే తమ ధ్యేయమని ప్రకటనలు గుప్పిస్తున్నారు. అందుకు ఎవరు అడ్డుపడినా సహించబోమని సవాళ్లు విసురుతున్నారు. మరోవైపు కనీసం ఇక్కడి ప్రభుత్వ భూములు తనఖా పెట్టి అప్పు తెచ్చిన నిధులనయినా ఈ ప్రాంత అభివృద్ధి కోసం వినియోగించడం లేదు. ఇంకోవైపు ప్రైవేటు భూములను బడా నేతలు వివిధ రూపాల్లో సొంతం చేసేసుకుంటున్నారు. ఉత్తరాంధ్రలో భూమ్‌‘రాంగ్‌’ చేస్తూ.. మరోవైపు ఈ ప్రాంత అభివృద్ధికి తాము ఏదేదో చేసేస్తామంటూ నేతలు భ్రమలు కల్పిస్తున్నారు. ఇవి ఉత్తరాంధ్రకు మేలు చేసే చేతలా? నేతల మాటలకు, చేతలకు అసలు పొంతన ఉందా?

ఆంధ్రప్రదేశ్‌లో కీలక నగరం విశాఖ. వాణిజ్య రాజధానిగా, ఉత్తరాంధ్ర జిల్లాలన్నింటికీ ఆయువుపట్టుగా ఉన్న విశాఖలోని ప్రభుత్వ భూములను విస్తృత ప్రజా ప్రయోజనాల కోసం వినియోగిస్తే ఈ ప్రాంతం అభివృద్ధి చెందుతుంది. కానీ జగన్‌ ప్రభుత్వం ఆంధ్రప్రదేశ్‌ రాష్ట్రాభివృద్ధి కార్పొరేషన్‌ (ఏపీఎస్‌డీసీ)ను ఏర్పాటు చేసి, అది రూ.25 వేల కోట్ల అప్పు తెచ్చుకునేందుకు ఈ నగరంలోని రూ.వేల కోట్ల విలువైన ప్రభుత్వ భూములు, భవనాలు, ఖాళీ స్థలాలను తాకట్టు పెట్టింది. విశాఖ నగరంలోని 128 ఎకరాలకు పైగా విలువైన భూములను తొలుత ఏపీఎస్‌డీసీకి బదలాయించింది. ఆనక ఆ భూములను బ్యాంకుల వద్ద తనఖా పెట్టేసింది. మార్టిగేజ్‌ ఒప్పందాన్ని ఏకంగా రిజిస్ట్రేషన్‌ కూడా చేసింది. అలా తెచ్చిన రూ.23 వేల కోట్ల నిధులను ఉత్తరాంధ్ర అభివృద్ధికో, ఇక్కడ వెనుకబడ్డ జిల్లాల్లో సాగునీటి ప్రాజెక్టులకో, ఇతరత్రా ఆస్తులు సృష్టించేందుకో తనఖా పెట్టలేదు. ఏపీఎస్‌డీసీ కార్యకలాపాలకు ఈ భూములు అప్పగించేసింది. అప్పులు తెచ్చి ప్రభుత్వ కార్యకలాపాలు నిర్వహించేందుకు వీలుగా  ఏపీఎస్‌డీసీని ఏర్పాటు చేసిన ప్రభుత్వం ఈ కార్పొరేషన్‌ అప్పు తీసుకునేందుకు  గ్యారంటీలు కూడా ఇచ్చింది. దీంతో ఏపీఎస్‌డీసీకి రుణాలిచ్చేందుకు 5 బ్యాంకులు ముందుకొచ్చాయి. వాటన్నింటికీ ఎస్‌బీఐ క్యాప్‌ ట్రస్టీగా వ్యవహరిస్తోంది. అయితే ఏపీఎస్‌డీసీ అడుగుతున్న రూ.25 వేల కోట్ల రుణానికి ప్రభుత్వ గ్యారంటీ సరిపోదని, రుణం తీసుకునే మొత్తంలో పది శాతం విలువైన ఆస్తులు తనఖా పెట్టాలని బ్యాంకులు షరతు పెట్టాయి. దీంతో విశాఖ నగరంలో రూ.2,954 కోట్ల మార్కెట్‌ విలువ ఉన్న 13 ప్రభుత్వ ఆస్తులను ప్రభుత్వం ఏపీఎస్‌డీసీకి బదలాయించింది. తర్వాత వాటిని తనఖా పెట్టి రుణం తీసుకుంది.

ఈ అప్పులు తప్పన్న ఆర్‌బీఐ

మద్యం ఆదాయం మళ్లించి, భవిష్యత్తులో ప్రభుత్వానికి వచ్చే ఆదాయాన్ని ముందే తాకట్టు పెట్టి రుణాలు తీసుకోవడం తప్పని రిజర్వు బ్యాంకు, కేంద్ర ఆర్థికశాఖలు తేల్చిచెప్పాయి. దీంతో ఎస్‌బీఐ తాను ఇస్తానన్న రూ.6,000 కోట్ల రుణం పూర్తిగా ఇవ్వలేదు. తప్పు పద్ధతిలో రుణాలు తీసుకునేందుకు విలువైన ఉత్తరాంధ్ర భూములను ప్రభుత్వం తనఖా పెట్టేయడం గమనార్హం.
