It was there in bigger cars from earlier itself in small cars depends on variant.. now they are making it compuslory and also asked manufacturers to have rear seat belts too as mandatory and should have alarm sign if not worn.

This rule should be implemented everywhere,, not just Bombay. Also a lot of drivers or co don't even put front seat belt.
