Half of them pay though apple store and others though PayPal etc... You can have whatever name you want on your credit card or generate 100 virtual credit cards - there is no name on it. When you pay , you get tx approval ....

And, what stops 2 people from having same name ? 

Id and name verification is laborious task - localized to each country. Part of blue check is that - prove your online presence and link it to physical person. Can only be done for fraction of people. 

as i said i think the final version of this will be different .

he already mentioned that there will be another flag for celebrities and politicians. so final version will have many changes. intent is there...not sure how well it will be executed. things like IP tracking will help too.

all these tools every social media company has for years - still bots and spam succeed ? Why? Why youtube won't stop obvious bots in comments (which won't help them in anyway) ? they can't.  
Automation , VPN with IP spoofing, cheap hardware (farms of thousands of cell phones coupled with robotic arms + cheap manual labor ) etc can break most anti-spam efforts (without negatively impacting / pissing off actual real users ). 

in china, companies cell these bot services - they are not automation batch jobs run from a server - they have 10s thousands of cheap old phones (with real device ID, IMEI number etc) running all kinds of apps with unique credentials and a moving robotic arm to defeat CAPTCHA challenges (remotely controlled by cheap labor). 
Tell me how to you defeat this?
