I suggest 3 regions. Uttarandhra (Vizag, Srikakulam, Vijayanagaram..and etc), Madhyandhra (Godari dists, Krishna, Guntur and Prakasham), Two Rayalaseema Dist with Nellore (Nellore, Kadapa, Kurnool).

Tirupati/Chittor to merge with TN, Anantapur to merge with Karnakata. Ofcourse, they not accept. But central Govt help merging them.
