As far as i know, twitter used to pay good. Almost similar to faang

Parag became ceo just a year back and twitter did not hire a lot in that period. Pay kooda em penchaledhu. It was previous ceo who hired a lot

There Research and development include employee cost. IT employee cost goes into "cost of revenue". 23% of their revenue is R&D cost. R&D cost increased 3% compared to 2019 not so much

The portion of salaries and wages that go directly toward producing the products or services you sell are listed at the top of the statement as part of COGS, or cost of goods sold or R&D..etc
