Depends on how he answers the questions.

Ask him to leave wife and kids in india itself until he completes studies. This way, he can show to visa officer that he will come back to india.

Ok annai..Yeah he tried for h1 4 to 5 times only one time pick ayindi but got RFE on it and with drawn..chances takkuve but he want to try once as f1

yeah try cheyyu manu... paisaki paniki ranollaki visa lu ostunnay... fake engg certificate pettinollaki... he deserves a visa... but his visa application history might cause problem. But he has to convey to the consular officer that he is passionate about improving his education level with the masters degree and how it helps his career growth ! 

Ties to India can be shown if wife & kids are not accompanying him for his masters !
