1. First wave appudu India didn't have an required infra and there was no info on what the virus would do, other than it spreads fast and people will fall sick. nobody knew about vulnerabilities or what set of population will get more affected.

2. So they decided to implement lockdown which has certain set of economic constraints to the people and the country as a whole. The states were supposed to provide the logistics for the migrant workers whether it was food through PDS (most of them have ration cards) or through any state govt mandated schemes. the states pushed it back to Center.

a. As a footnote America under trump decided that they will work as normal and leave it to people to decide who will work and how they will work with masks or not. The chinese are "rumored" to have given vaccines to working populations so as to get the factories working first and then to the retired and old and kids. We don't have official casualty numbers for china but we do have some on Amrica where politics ruled roost and everything went down the drain with respect to casualty figures.

3. most of the migrant workers were from UP, Bihar and Bengal. the states of rajasthan, delhi and Maharashtra (which was under uddhav sarkar then) asked workers to go back homes. That is why you had workers assemble in railway stations and bus stations in large numbers and this would have caused the spread even more and it would have gone to villages where there is basically no health care facilities that you speak off.

4. Nobody asked how the so called worlds best CM's (one in delhi and one self proclaimed in Mumbai) didn't have handle on migrant worker issues.

5. And migrant workers were forced to leave/ walk on the tracks because the state govt refused to help them with basic necessities of food and essential supplies. the questions were supposed to be asked to the sate govt as why when there are timing for trains so many people were made to assemble. but when you are being funded with states money for advts nobody will ask the tough questions which is why the state govts got away scot free.

4. opposition parties tried to use the pandemic to cause maximum casualties by creating more rumors helped with pliant media about trains , prices and number of casualties and what not.

Kerala govt. just a few months before Hijab controversy in Karnataka, did exactly the same thing of banning Hijab in school uniform, but nobody called communist govt of kerala communal, the high court also upheld the same.
