Best Port of Entry for H1B first time entry

Hi All, My friend is coming to Wisconsin on his h1b recently approved. He does not have client letter. Which port of entry is better and why? 

Chicago, Newark,  any other options?   looking for options on ease of immigration and ease of travel, but most preferably ease of immigration in port of entry. 

Appreciate Any advice based on recent happenings.

International Airport nearest to his work location and better avoid Chicago

Orlando or Miami- H1 are more privileged in this area, they get fed up with 1000’s mostly from Latin American, for them H1’s are rare and privileged
