It was written online that Sardar VallaBhai Patel National Police Academy also trains people from Nepal, Maldives and Bhutan.

The Bhutan police wear navy blue uniform, so the ones you think are black might be those.

The light blue ones could be from Maldives and Nepal and the rest are Indian ones.
