Plenty of worse administrations in India tbh. Bihar, jharkhand ,rajasthan , most of north east are horribly administered and also extremely corrupt 

South india always had decent admins no matter who is cm (by indian standards) but nowhere near people's expectations

The you even talking about ? Even Tamil Nadu govt employee salaries are far less than Andhra leave alone Telangana , like 30% lower 

Kerala and Delhi are somewhat comparable but still about 10% lower. 

There is no state in India which has the same pay scale as Telangana ,even central govt employees ar paid less
