lets say nenu India move aipoya and rolled over 401k to traditional IRA and next year market perigi ammesthey around in  2024 Jan should i pay tax right away or during 2025 returns?

so if my portfoli is worth 25k will I get whole 25k or penalty will be deducted since i am less than 60yrnold??
