I think locker and shower room are intended for that... people make themselves very comfortable after workout and they don't care about showing body in locker room. They won't be roaming naked in public areas in gym - ala cheste gym nundi ban chestaru.

For you dignified is comfort, for those naked being naked is dignified or not dignified, its just comfort.
