I think the lock here is very simple --

The then AP GOVERNMENT has made a agreement (irrevocable power of attorney) with the people and took their lands promising them the development in that region naming it capital... We can call this as a business agreement too ...This simple thing made a deadlock... if there was no agreement then I think people of that region would not have even bothered where the capital would be ... When the Government itself is trying to go back on the agreement the sanctity is gone kada... This is making it a tough scenario...

Jagan simple alternative would be just shift to vizag and say I am sitting here simple...Even court can't say anything ..
