Like why the would you visit Andhra Pradesh or Tamil nadu ? There's nothing to see , no facilities on beaches , not much non religious historical places , etc 

Goa , mumbai ,delhi-agra attracts majority of the non NRI tourist traffic 

Overall india is not a major destination for tourism
