Yes police can’t enter without permission from the dean. it is governed by the chancellor and headed by governor.

As I mentioned earlier it all started with professional criticism, next police involved, this made seniors ego hurt and stopped helping her. Remember in medical colleges what ever you learn is from seniors as no senior doctors will be there to help you and spoon feed. Since no senior and peers helping she become alone. Its a case of retaliation by seniors.

Medical colleges across India maintain that heriarchy.

See govt has limited role in this incident. They are doing what they can as per law. 
But what bathai gallu doing is more dangerous in this case. Asalu jargina incident enti aa vehicle gadu as a party cheif matladuthundhi endhi? Love jihad anta and pulling Hindu Muslim angle. This can trigger violence.

Dog incident is different which is failure of GHMC.

He targeted her finding faults with everything she's been doing, and his intent was to have her submit to him so he could use her anyway he wanted to as he had that power over her. So clearly he was the reason for her suicide, and he should be booked under both sexual harassments and abetment to suicide.

The criticism on her was much before which she handled using police. Since she involved police all seniors targeted her ani valla family telling

Her mistake is involving police - once you do that, no one will support you. I'm sure not just seniors even her classmates are all silent and avoided her. Even now not a single classmate came forward to support her. Even HOD or professors , all are silent.

Damage is done when she went to police. 

If you are staying in hostel and no one talks to you, life is hell for you. 

Strong personality is needed to handle this situation. 

Caste angle ? I don't agree. 

In PG there are hardly any seats for upper casts now - after all reservations, out of 15 probably 2 or 3 are left for upper casts. 

In some PG courses there are less than 10 seats - even the topper won't get a seat unless he or she has reservation.

IF whatever your source said is atleast 1%true ....  by now it would have come out .
 

Not sure how much understanding you have on doctor profession.

All major and reputed Hospitals in india and even in US , have some kind academic programs. so they can have PG, SR or Fellowship doctors write case reports and do all heavy labourer works . Doctors(person who's name is actually on board at a major hospital) ask Fellowship or SR to heavy labourer works, Fellowship or SR's past majority of the work to  PG 's. This is called designation of the work

 

If designating work is called harassment or ragging . then, every professional in the world is ragging or harassing his or her sub-ordinates.
