Second, greater power alone isn’t the key determinant. What is critical to any contest is leadership, political will, resoluteness, strategy, tactics, and troop morale. Even in peacetime, the absence of strategic vision and resolve can turn the stronger side into the weaker side. Small Vietnam defeated France, the U.S. and China in separate wars. Pakistan continues to gore India, although it is almost 10 times smaller in GDP terms, 7 times smaller demographically, and has a 6 times lower military spending than India’s.
