You need to go consulate, easy you get in 30 minutes visa  no idea of mailing passport, I would not do it

No process go to consulate, ask for visit visa they give you ticket and application or download application online and fill at home 

take your EAD/AP card, 3 months bank statement and passport pic. They will stamp visa and send you home
