Brother in trouble due to Housing Market

My cousin took huge loan from Bank at a very low interest rate to buy a property.

Now with the current interest rates he is not able to meet the ends. Although he

compromised a lot on his lifestyle still it is very difficult to pay the mortgage. He 

is trying to sell this property to get rid off loan but buyers are not even willing to

cost price of the property. He is very depressed and assuming the housing market

will never improve.
