H-1B visa grace period from 60 to 180 days

See naa project lo ne we are hiring a candidate who got laid off .. as a h1 , i know his situation . But from company side to hire a candidate involved multiple factors , we had interviewed multiple candidates and shortlisted him . Akkadae 20 days lost , and he lost 20 days to get over shock of layoff and brush up his skills . We need  hr and vp approval and get budget approved and run background checks . Then the file goes to immigration team . I have explained his situation to my manager but she has limited immigration knowledge and nothing in her hands . I am pretty sure we will not be able to hire him within grace period . So it is not about talent as well
