All eb2 Indians whose pd before jun 2012 will now downgrade to eb3.
 

For indians eb2 and eb3 should be same action date to avoid jumping lanes

I heard from one of the Charles interview that it will take time to consider your petition in the category you have requested using interfiling. If so, I believe now is the time as there is still time for the end of current fiscal year.

EB2 folks will jump between EB2 and EB3 for eternity, best thing is to stay put in EB2 and wait for the your time, there is no chance for SO for EB3, downgrading is purely meant for morons of highest order

but as usual, edo okati cheyali, spend on downgrading on upgrading until it may work for some but not for all

Horizontal SO is for all categories. There is no chance or very minimal chance for vertical SO anymore due to EB1. The people between June 2012 and Dec 2012 might have a better chance if they stay in EB-3. Whatever they want to do, they have to do it early as it takes time for the USCIS to consider in the appropriate queue if they interfile.
