All govt companies related to defense, nuclear, manufacturing and premier national research institutes were there before chemba. Many software companies were there with international projects in hyderabad before chemba. He just went with the flow his predecssors setup.

CMC limited an indian govt multinational IT company was setup in 1982 in hyd. Like wise there are bunch of IT companies in hyderabad before chemba.

Microsoft itself doesnt make hyd great, there are numerous IT companies pre chemba that made hyderabad another IT destination.
