not many countries kadu, VERY VERY FEW countries have it. China is trying its best to develop its own full aircraft with its own jet engine. Once that becomes popular it will be a competition to boeing and airbus. 

India is way behind in all this. Do you remember Maruti car of 80's-90's. Car was made in india but gearbox technology was from japan. At that time no indian company could not make gearboxes. Even tata, ashok leyland used to import gearbox. But now mahindra and other indian companies can design/develop own gearboxes.

There isn't need to develop everything with limited resources , first focus of india should be to improve the economy to a acceptable level
