In the Bay area, they increased. I don't know about other areas.

My guess is since all the people refinanced mortgages at the lowest possible rate, foreclosures might not happen. Foreclosures might increase a little only if unemployment increases. Also it might not be a great investment in buying homes now if interest rates stay at this rate.
