Y 2 telugu's talk in english when meet outside?

I have rarely seen two Telugu people talk in English. They use lot of words but not full English

Nuvvu USA lo antuvau. I saw it in Hyd [financial district lo] among kids. Okka 3rd-4th class pillalu playing in apt playground in evening and all were talking in english among each other. Initially I thought vere state valu emo ani, then their parents came and they were talking in telugu. 

Most schools force kids to talk in English in school and parents probably encourage it too.

Judge kaadu. But idi naaku oka ardham kaani prasna.

I never discussed this with anyone else. Thought I will understand other's point of view on this.
