if you have a NRE bank account, you can then use your US mobile number for UPI...but looks like it's not fully implemented yet.

Are you speaking in reference with new norms introduced from June / July this year ??  Read some where outward remittance also 20% tds you need to pay and you will get end of year (probability  you can get 10% only in return)
