agree capital city was a game…both parties have equal share in that…

but both parties (even current ruling who says decentralized development ) also not done anything for those tier 2 cities and tier 3 cities …

To be honest, India is on auto-pilot mode. Things are improving with each passing year even in AP and Bihar irrespective of the governments. In 5 years from now, AP will fare very well in education and health leaving behind almost every other state in India, with a relatively higher human development index than states compared to its size even though it may have lower per capita. That's the real development. Unfortunately, we have been brainwashed to believe that flashy buildings and offshore companies setting up the campus and providing IT jobs is the measure of development.
