make sure when you are applying for h1 again and if your H4 is still not adjudicated then you have to submit withdrawal letter for H4 application in addition to H1 application...so that they process it in right sequence

Yes, cos to h4 and it will take close to 5 months then you can stay in the country and continue looking for new roles. Once you get a job you can intiate a h1b transfer
