He came last year on a project which is sure to go for 4 years or more and he is confident that he will settle in USA. He started looking for properties to buy on H1. He even sold his flat in India to gather deposit.

OPT lo ne ee madya kontunaru, why not buy it on H1 if he has stable job for next 4 years.
