what does this mean?

Adding to @Aquaman mentioned above… with this new rule they will tax 100k less valuation than your appraised value assuming it is your primary residence home 

also they are thinking to cap home appraisals so that they can appraise only to certain amount to curb insane appraisals every year by counties

it means desi uncles can now use that extra money to over bid for another home even forgetting the fact that interest rates are not meant for real estate investing at this time

appraisal cap is a must to avoid the county raising appraisal values to a higher level to achieve the same income to them
