It doesn't happen in every constituency. Andukey gaa 2014 ECI numbers techindi.. 
Whatever they are saying is very vague vayya.. 

Also, are they saying there is no Anti incumbency.. Neeku doubt raaledhaa

Lol…Kuppam lanti straight forward contest vunte ne 7-8% vote share others ki vachindi…imagine if there was a 2-3 way fight and another 2-3 rebel candidates in fight…apudu vote share emaitado chudu.
