Benefits depends on registration place. You need nj license and then make purchase there with that address and register the vehicle there. Then transfer license back and the car along with title and do any required inspections in VA. Are the benefits worth the hassle?

It's not that easy. Registration need to be done there. Insurance also needs actual usage place. If you ever need to file a claim , they'll look at everything in the past.

You can get your friend to buy in their name if he is a close friend. He gets benefits which he can pass it off
