They do it to break existing rapport between manager and employee so that employee finds a new manager all of a sudden, which in turn delays promotion/hikes.

Managers typically tries to protect their teams. They may not take action until there is pressure on them. In these situations, the old manager may still give recommendation but its easy for new manager to talk to team saying its not in his/her control.

You can’t just ‘protect’, without showing KPIs/growth/delivery to leadership. Its hard for a manager to reach his own goals, keeping underperforming employees in the team. In this context, definition of under performing employees is, the ones who are supposed to be fired.

Sometimes, managers try to keep these emps .. for when difficult times strike to get rid. Also sometimes, a headcount lost, they may not get back, so keep them. Lots of factors. 

I also considered under performing emps as the ones to be fired.
