Manager can only recommend for promotion . Approval is needed from two levels up . 
 

director and managing director need to approve .

Its discussed with Manager and lets say the Manager thinks the person should be promoted, they have to present the case to upper management which may include CIO. After hearing all the recommendations, management will distribute promotions to departments. Not everybody will be promoted right away. Sometimes it may take 2-3 cycles and the value person is providing to the organization.

Depends on the promotion grade .. your manager has to convince his manager for senior levels .

manager and 1 or 2 upper levels approvals okkate kaadu....HR and Finance team also comes to picture. 

Promotion isthe nee pay scale change avthundi and also neeku vache bonus % kuda change avvochu...like maa company lo Level 4 and 5 ki oka bonus, Managers and Sr mgs ki oka type...Directors and above ki stocks add chestharu etc etc.

So HR and Finance has to approve all this and mee manager/director ki budget increase cheyyali kada...so ee factors anni ad avthai.

True but they (HR and finance) do not have any decision making on promotions itself. They are involved in processing of promotion and decising the compensation. Usually most companies have a defined salary increase % for promotions and RSU limits in $ as applicable for that level.
