Advice on previous Business visa

My brother in law has Business visa B1/B2 approved in 2015 through his previous company, the visa type says B1/B2.. He is not with that company anymore. 

Can he use that visa to make a visit (tourism) rather than real business trip. Since the visa type has B1/B2.

Any advice is appreciated. Thanks.

Yes sir he can do , ask him to have proper iternary plan, return tickets etc just in case POE questions vasthe

Does'nt he need an invitation letter from the client or company in USA?

No anna AFAIAK , because I saw my relative who came on company dis b1visa and he came later for casual trips its same category
