I have TD Ameritrade account. can anyone pls let me know if the above statement is true and also what are index funds?

Yes , Index funds are always safe bet , you are investing in total Major US stocks 

dollar cost averaging will help you with market fluctuations 

I do monthly 1000 , if I see opportunity I will put more into individual stocks

Basically investing in all stocks rather than individual stocks so that risk is minimized. You get returns based on economy . Going all on individual stocks , you may get rich or loose all money or stay stagnant..

AUVU, VTI or VOO (both are almost the same), NFTY, PPA (VTI has PPA too), VGI

regular stocks : cooking everything by yourself for friends get together...either super hit avacchu or utter flop avacchu...saava mingu taaru guests if bad food..so risk is there

index funds : each person gets one item for potluck..so okati flop aina inkoti baguntadi..like bhendi fry lo too much oil and very nice gulab jamun sweet

so index funds safe bet as risk is distributed rather than you taking entire risk
