H4 travel to us while h1 in india

Bro na wife ki h4 visa already undi . She did not get much vacation . Can she travel back to US with toddler kid back to usa while i await for dropbox

That sounds risky. Lot of times primary holder travel our of country when dependents are in US. In this case, technically you don't hold any valid status (no I-94). Could be a problem at port of entry 

Note: no personal experience with the scenario. Just guessing.
