Why office laptops not allowing in HYD airport today ?

My cousin travelled to India, he landed today and they are not allowing him to carry any laptops even office laptop. He is planning to work 3 weeks but customs took away his laptop and gave him a slip to collect laptop which flying away from India

Exemptions have also been given import of one laptop, tablet, all-in-one personal computer or ultra-small form factor computer, including those purchased from e-commerce portals through post or courier. However, these imports shall be subject to payment of duty as applicable.

So customs duty should be paid on laptops if imported individually from US ?!

The restriction is for new laptops only right ? why would anyone buys laptop from here anyway ? we wont get helpdesk support if something goes wrong, I had this bad experience few yrs back with dell, they said US dell no support in india dell division. Its not a good idea I think. But for office laptop on visit basis, why anyone restricts them - its on return basis when we travel back to US

How to identify if a laptop is new or not? Who gets to decide what is new & what is not? Obviously customs officers will try to steal your new laptops.
