Winters are not that harsh and not much snow on some years, but even then it's cold.

Once the temp is below 20, it doesn't matter how cold it is - again you have to be confined to indoors

Nee opinion lo which ATL suburbs are good? Naaku assalu aa area gurunchi telidu so kaasta extra info iste it would be helpful. 
My factors are usual : School, house affordability, proximity to offices, day to day needs etc.
