Both NASA and Russia helped isro… Isro is using NASA’s communications network to communicate and control the C3 on moon now… 

In scientific community, everyone helps each other except in weapon’s technology… SpaceX rockets ki mundu, US astronauts used to go to the space station in Russian rockets..

Cross country collaboration is very common.. not just army, but also science, trade, agriculture, health, etc.. i know it bcoz my bava is a scientist and he visited US 4 times so far for some trainings in the US research institutions…
