India has lot of reserve surplus from past 15yrs. Its just that due to cost and discom in losses many states don't buy unused power. Yes its just pay money and turn a switch.

It was all over the news ... GO's are not publicly put on the website anymore in present government...It was a decision not to put them publicly on the website by the present government.
