Development is a weak slogan to win elections. One needs to have a cult leader personality or should win on ideological backgrounds such as Caste/Religion/Regionalism/Farmer empowerment/Women empowerment etc. . Volunteer scheme is for controlling the masses based on which he has the following of a cult leader. He also has the support of caste and religion. Development cannot be spread evenly during a short time span. It is not visible through out. Very risky. If one area develops then people of other area will become jealous. Jagan knows what he is doing
