There is no tatkal for expired passport. you can only apply through regular it will take 3-4 weeks

recently applied for my spouse. if you have all the docs, you can apply in 2 days. 

You need to do Notary for few docs though.

Register and fill the form https://portal3.passportindia.gov.in/Online/index.html

It has details of what doc needs to notarized and what docs all are include in the shipment for renewal.

I applied Indian consulate in SF. I shipped all the docs. It took me around 4 weeks.

Even thought I slected US address as primary in new passport application form, but it got enquired in Indian address as well.

It wasnt like that in 2019 when I applied passport renewal for myself.
