In KCR words, to make anything happen two things are imp:

1. TIME

2. TIMING

There are great leaders from Telangana like Late PJR - Labor Union Leader

 

But none of them picked up the fight for a NEW STATE other than KCR.

If your question is -> Yes KCR got a new state but can someone else would have been the CM ante, that logic is senseless.
