It is not about flood year, Telangana has been using negligible of its allocated share in Krishna waters since it has no ways to draw water. This helps to draw water based on its allocations, even then if the reservoirs had to filled during the flood year, the capacity is massive 90tmc which  will see through the water needs for 2-3 years atleast.

potireddypadu project is doing the same without any legitimacy and transfering srisaailem back waters to rayalseema and chitoor

What is the cost to pump water? Is it viable? Sometime back I have heard/read in news paper about these irrigation projects being a burden on state finances. 

This is good news for farmers who are going to be benefitted from this. It would be a great project if its financially viable as well. .
